Orbis Management is a boutique consulting company located in Gainesville, Florida in the southeast United States. Our markets include small and medium sized organizations and public sector entities in the United States, Germany, Austria and the Caribbean.
Mr. Jay Zwirblis MPA, MS – Mr. Zwirblis has over 16 years of experience in consulting, project management, and strategic planning. Jay is a resident of Alexandria, VA but is currently residing in Stuttgart, Germany. Over the past 5 years, he worked in the Pentagon and in Stuttgart, Germany as a Senior Strategist for the Department of Defense. He authored several proprietary studies which the Army used in forecasting future requirements and budgetary considerations. Prior to that, he was an operations research analyst for Booz Allen Hamilton.
Mr. Zwirblis, compiled a strategic report which he shared with the New England Fisheries Management Council on improving sustainable fishing practices using scientifically backed data. He was an integral member of a team that developed a plan for the Dutch Ministry of Infrastructure and the Environment to reduce litter and also developed metrics for the City of Fitchburg, Massachusetts to reduce urban blight. His most recent project involves using methanotrophs in cattle feed in order to reduce methane emissions and he has shared this report with Georgetown University.
Mr. Zwirblis areas of expertise include strategic planning, requirements forecasting, budget processes, data science, public health, and grant proposal preparation at the local, State and Federal levels.
He holds a Master’s in Public Administration from Harvard Kennedy School and a Master’s of Science in Microbiology & Immunology from Georgetown University.
Mr. Juan Salva MBA, MA – Mr. Salva has over 15 years of experience in budgeting and financial planning for both public and private organizations. He has provided grant writing, grant accounting, budgetary analysis and program support for a Florida Legislature chartered Research Center at the University of Florida. He previously held roles as a fiscal and accounting professional for the University of Florida, Santa Fe College, Florida Department of Economic Opportunity, and a strategic consulting role in Booz Allen Hamilton.
Mr. Salva’s areas of expertise include small-scale farm operations, soil health, agricultural conservation best management practices, grant proposal preparation, and grant accounting.
He has a Master’s in Business Administration from the University of Florida and a Masters in International Commerce from Norwich University. Juan is fluent in Spanish and conversational in Italian.
