Mr. Jay Zwirblis, MPA, MS \u2013 <\/strong>Mr. Zwirblis has over 20 years of experience in consulting, project management, and strategic planning.\u00a0 Jay is a resident of Alexandria, VA. Over the past 10 years, he worked in the Pentagon and in Stuttgart, Germany, as a Senior Strategist for the Department of Defense.\u00a0 He authored several proprietary studies that the Army used to forecast future requirements and budgetary considerations.\u00a0 Prior to that, he was an operations research analyst for Booz Allen Hamilton.\u00a0<\/p>\n\n\n\n Mr. Zwirblis compiled a strategic report on improving sustainable fishing practices using scientifically backed data, which he shared with the New England Fisheries Management Council. He was an integral team member who developed a plan for the Dutch Ministry of Infrastructure and the Environment to reduce litter and also developed metrics for the City of Fitchburg, Massachusetts, to reduce urban blight.\u00a0 <\/p>\n\n\n\n Mr. Zwirblis’ areas of expertise include strategic planning, requirements forecasting, budget processes, data science, public health, and grant proposal preparation at the local, State, and Federal levels.<\/p>\n\n\n\n He\nholds a Master\u2019s in Public Administration from Harvard Kennedy School and a\nMaster\u2019s of Science in Microbiology & Immunology from Georgetown\nUniversity. <\/p>\n\n\n\n Mr. Juan Salva, MBA, MA<\/strong>\u2014<\/strong>Mr. Salva has over 15 years of experience in budgeting and financial planning for both public and private organizations. He has provided grant writing, accounting, budgetary analysis, and program support for a Florida Legislature-chartered<\/span> Research Center at the University of Florida.
