Based in Gainesville, Florida, our team combines backgrounds in defense strategic planning, international commerce, and public-sector finance \u2014 experience we now apply to help U.S. businesses navigate market entry, trade compliance, and investment decisions across Latin America<\/p>\n

Mr. Jay Zwirblis, MPA, MS \u2013 <\/strong>Mr. Zwirblis has over 20 years of experience in consulting, project management, and strategic planning.\u00a0 Jay is a resident of Alexandria, VA. Over the past 10 years, he worked in the Pentagon and in Stuttgart, Germany, as a Senior Strategist for the Department of Defense.\u00a0 He authored several proprietary studies utilized by the Defense Department to forecast future requirements and budgetary considerations.\u00a0 Prior to that, he was an operations research analyst for Booz Allen Hamilton.\u00a0<\/p>\n

Mr. Juan Salva, MBA, MA<\/strong>\u2014<\/strong>Mr. Salva has over 15 years of experience in budgeting and financial planning for both public and private organizations. He has provided accounting, budgetary analysis, and program support for a<\/span>n R1 University Academic Research Center. He previously worked as a fiscal and accounting professional for the University of Florida, the State of Florida and in a strategic consulting role at Booz Allen Hamilton.<\/p>\n

Mr. Salva’s areas of expertise include international commerce, international finance, budget formulation and execution and organizational management.<\/p>\n

How We Verify Our Data<\/h2>\r\n

\r\n Every Orbis report goes through a source hierarchy and an independent verification pass before it's published. This page explains both, including a real example of what our process has caught and corrected.\r\n <\/p>\r\n\r\n

Source Hierarchy<\/h3>\r\n

\r\n We build every report on primary and official sources first: central banks, ministries of finance, national statistics institutes, and ITA Country Commercial Guides, supplemented by IMF and World Bank data. AI-assisted research tools are used only as a first-pass aggregator to speed up the research process — never as a source of record. Every material figure in a published report traces back to a named primary source.\r\n <\/p>\r\n\r\n

Independent Verification<\/h3>\r\n

\r\n Before publication, every report undergoes a separate verification pass that cross-checks each material figure against primary sources and checks internal consistency — does the fiscal table agree with the GDP narrative? Does a stated credit-rating claim match the rating agency's actual action? This step is independent of the drafting process, precisely so it can catch what the drafting process might miss.\r\n <\/p>\r\n\r\n

\r\n A real example:<\/strong> during verification of our Paraguay Country Intelligence Report, our process identified and corrected three material issues from an earlier draft — a sovereign credit rating that had been misclassified, a GDP growth figure inconsistent with the underlying fiscal accounts, and a fiscal-outlook narrative that did not reconcile with the report's own data tables. All three were corrected before publication. The current edition reflects the verified figures, including Paraguay's two investment-grade ratings as of December 2025.\r\n <\/p>\r\n <\/div>\r\n\r\n

Revision Transparency<\/h3>\r\n

\r\n We publish a revision number and a last-verified date for every country report, and we disclose material corrections rather than quietly folding them into the next edition. Showing our revision history is more useful to you than claiming the first draft was perfect — it's evidence the verification process actually catches things.\r\n <\/p>\r\n\r\n

Data Provenance Labeling<\/h3>\r\n

\r\n Inside every report, we label each economic figure as Actual, Estimate, or Forecast, so you always know how much confidence to place in a given number. This convention is never applied to statutory rates or legal provisions, which don't carry the same kind of uncertainty.
