Brazil’s High-Tech Frontier: An Investment Prospectus for the Novo PAC Infrastructure Program (2025–2027)
By Juan Salva | Principal Analyst, Orbis Management
Brazil is undergoing a structural metamorphosis. The Novo PAC (Program for Growth Acceleration) is a US$ 350 billion commitment to neo-industrialization. For firms in Florida, Georgia, and Alabama, this marks a significant opening in digital, energetic, and urban infrastructure modernization.

The US$ 5.7 Billion Digital Frontier
The connectivity axis is a primary opportunity for high-tech firms. With a mandate to deploy universal 5G across all municipal centers , the demand for specialized telecommunications services has never been higher. Georgia-based innovators like Ridge Communications (Woodstock, GA) and Southern Telecom (Atlanta, GA) provide the exact dark fiber and 5G deployment expertise required for Brazil's mission-oriented procurement.[20, 21]
Smart Cities & AI Integration
The "Rio AI City" project aims to transform the 2016 Olympic Park into Latin America’s largest data hub by 2027. This aligns with urban safety projects like Georgia’s "Ghost Intersection," utilizing LiDAR and visual AI. For Florida electronics leaders like Jabil and financial tech giants like FIS Global, the integration of AI into Brazil's municipal systems offers a robust entry point.[13, 14]

Aerospace & Defense Innovation
Alabama’s engineering heritage is a critical match for the Novo PAC's Innovation for Defense axis. Firms like Intuitive Research and Technology in Huntsville provide the systems engineering required for satellite and autonomous systems. Meanwhile, the Airbus facility in Mobile serves as a mirror to Brazil’s aerospace clusters.
